JOB PURPOSE
To monitor the work of Local District Registrars and undertake public education to facilitate proper registration of all vital events and recording of documents.
KEY OUTPUTS
Weekly/monthly performance reports produced.
Public education programme schedule implemented.
Vital events registered.
Competent and motivated local District Registers in place.
Documents recorded
PERFORMANCE CRITERIA
Local District Registrars are competent and motivated to meet agreed performance targets and standards.
Public education programmes address all areas of the Community.
Regular visits are undertaken with Local District Registrars and Community leaders.
Agency policies and procedures are adhered to.
All vital events are accurately registered in accordance with the Agency’s policies and procedures.
Confidentiality and integrity are exercised.
Regular visits are undertaken with financial institutions and lawyers
JOB RESPONSIBILITY
Assist in the interviewing and recruitment of local District Registrars.
Supervise and assess the work of Local District Registrars to ensure that agreed performance targets are maintained and regulations governing the registration of vital events are adhered to.
Liaise with other personnel who are engaged in the registration process including health personnel to ensure proper registration of vital events
Plan and conduct regular training workshops for Local District Registrars and others that are engaged in the registration process.
Plan and conduct public education seminars with community groups to promote early registration of vital events and the importance of recording documents.
Check and certify claims submitted by Local District Registrars and submit for payment for the registration of vital events in accordance with the Agency’s policies and procedures.
Effect corrections to records and initial amendments.
Provide Local District Registrars with registration books, stationery and equipment necessary for the purpose of carrying out their duties in accordance with Agency policies and procedures.
Collect completed registration books (counterfoil) within stipulated timeframes.
Collect registration fees from Registration Offices in Outstations.
Perform other related functions assigned from time to time by the Regional Manager.
Conduct outreach programmes in community group, schools etc.
Liaise with financial institutions to ensure compliance with Bills of Sale Act.
JOB DIMENSION (AUTHORITY, SCOPE AND IMPACT OF JOB)
Certify claims submitted by Local District Registrars.
Issue registration books and stationery.
Amend records.
KEY COMPETENCIES
Excellent knowledge of Agency policies, procedures and relevant legislation related to the registration of vital events.
Good knowledge of relevant computer applications.
Working knowledge of Accounting practices.
Good records management skills.
Good training facilitation skills.

QUALIFICATIONS
Five (5) subjects at GCE O’level/CXC General Proficiency level including English and Mathematics.
Certificate in Public Administration or equivalent qualification/training.
One (1) year's related work experience.
Training in Medical Records Technology.
A reliable motor vehicle is critical to performance of the job.
